- Statewide CBOs target and provide resources for one or more of the 15 vulnerable populations identified as needing focused outreach and messaging
- Sector Partners focus their statewide outreach on demographics considered hard-to-count and target groups they have an existing relationship with
- Education partners have developed curriculum and undertake activities that reach both students in K-12 and those attending colleges and universities
- Native American/Alaskan Natives and Tribal Government partners utilize their networks and infrastructure to provide outreach to Native Americans living on and off Tribal lands
