2019 Regional Convenings and Implementation Plan Workshops

Regional convenings will be conducted from June – September 2019 to continue building regional capacity for outreach. A morning session will bring together community leaders and regional state contractors to continue collaborating on reaching California’s hard–to–count populations to achieve a complete count. An afternoon workshop for state contractors will facilitate the development of effective and efficient implementation plans – please reach out to the Census Office Outreach contact to receive a registration link to the afternoon session.

Outreach and Public Relations RFP Bidders’ Conference – March 29, 2019

The Census Office will hold a Bidders’ Conference on March 29, 2019 in Sacramento for prime contractors and subcontractors interested in the state’s Census 2020 Outreach and Public Relations Request for Proposal (RFP). All potential vendors are encouraged to attend, including ethnic media and creative subcontractors.

The Bidders’ Conference will be an opportunity for all potential public relations and media bidders to learn about the state’s Census 2020 campaign, the priorities of the state, key requirements and deliverables of the RFP, and resources available to potential bidders. Following the Outreach and Public Relations RFP presentation, the Census Office will host a question and answer session, in which attendees will be invited to ask questions pertaining to the presentation and RFP.

2020 Census Call to Action – Be Counted, California! – April 2, 2019

The 2020 Census Call to Action is a week long effort promoting California’s efforts to ensure a complete and accurate count in California – one year out from Census Day. The California Census Office will be holding a press conference on April 2 at 11 a.m. with key state leaders to kick-off this week of action.

The California Census Office is asking stakeholders and partners to hold local call to action events, meet with elected representatives and connect with the community between April 1-7. Share your events with the California Census Office – send an email to census2020events@census.ca.gov and we will feature the details on the website and social media. Promoting the event on social media? Add the hashtag #BeCountedCA and #CaliforniaForAll to your post. For general social media, you can always use #CACensus #Census2020.

2018 Statewide Readiness Assessment Regional Convenings

Using lessons learned from 2000 and 2010, the Census Office embarked on an assessment of regions across the state. Twenty-four (23 state-sponsored and one locally sponsored) readiness assessment convenings were conducted in the Spring and Summer of 2018.

These convenings brought the early partners in each area to heighten relationships between key organizations as they built regional networks to begin planning efforts. The Census Office sought to build a culture of collaboration and to educate and identify partners who would play a key role in establishing local complete count committees and helping build capacity among community-based organizations (CBOs) that will serve as trusted messengers during the Census outreach campaign.

Convening sessions included focus groups and were designed for participants to identify available and needed partners for effective outreach strategies to targeted communities. Those discussions fed directly into planning for the launch of local complete count committees.

Funding

County and Local Government Funding

To maximize dollars distributed to local communities and require collaboration and coordination between governmental entities, the State will use counties as fiscal agents for funds targeting HTC populations within their boundaries, including those within incorporated cities. Approximately $26.68 million will be allocated for local governments.

Allocations for most counties are based on the California Hard-to-Count (CA-HTC) Index created by the California Department of Finance Demographic Research Unit and modeled on the U.S. Census Bureau’s Hard-to Count Score of past censuses. The California Hard-to-Count Index is a metric that incorporates 14 variables correlated with an area being difficult to enumerate.

For some counties, State funding allocations reflect population-based minimums, ensuring that all corners of the state – even those with low CA-HTC indexes – have an opportunity to conduct State-funded outreach within their geographical boundaries. Those minimums will range from $25,000 for counties with fewer than 25,000 residents to $100,000 for counties with more than 100,000 residents and have a low CA-HTC Index.

Should a county choose not to participate, the State will reach out to a large city, regional council of government or ultimately a community-based organization with the administrative capacity and experience to conduct robust outreach in that county. Counties that do participate are mandated to collaborate and coordinate with cities within their boundaries.

Tribal Government Funding

The California Complete Count – Census 2020 Office recognizes that Native American and Tribal Communities have historically been undercounted in the U.S. Census Bureau’s decennial census and has set aside funding specifically for outreach and communication efforts targeting these populations.

Tribal Governments will be awarded funding agreements to conduct Census outreach activities in their geographical service areas. Funding tiers are based on housing units ranging from $1,000 funding agreements for Tribal Governments with 25 to 49 housing units to $50,000 for those with more than 10,000 housing units.

  • Tribal Funding Agreements ($316,500)—On Nov. 30, 2018, the Census Office sent letters to 68 Tribal Governments, offering funding agreements to conduct Census outreach activities in their geographical service areas. The deadline for Tribal Governments to respond was March 15, 2019. The Census Office will release all funds directly to Tribal Governments upon approval of their outreach plans.

Any portion of this funding not claimed by Tribal Governments will be diverted to the State’s Statewide Community Based Organization Contract to be used specifically to reach Native American and Tribal Communities.

In addition to these Tribal Funding Agreements, the state Census Office will target Native American and Tribal Communities through the following funding vehicles:

  • County Contracts
  • Regional Administrative Community Based Organization Contracts
  • Statewide Community Based Organizations Contracts
  • Media and Public Relations Contract

Administrative-Based Organization and Community-Based Organization Funding

The State grouped California’s 58 counties into 10 regions based on their HTC populations, geographic similarities, like-mindedness of the counties, capacity of community-based organizations within the counties, and state Census staff workload capabilities.

The California Census Office will allocate $42.15 million to community-based organizations across the state for their on-the-ground outreach efforts. This funding will be distributed both regionally and statewide. The State has designated a funding amount for the 10 regions based on their HTC populations.

Regional ACBOs

The funding will be allocated primarily for administrative community-based organizations (ACBOs), which are large community-based organizations with the administrative capacity and experience to conduct robust outreach throughout an entire region.

The State has designated $22.95 million for CBOs to reach out to HTC populations within each of the 10 regions. The State will augment this amount with an additional $10 million to bolster on-the-ground Non-Response Follow Up (NRFU) work within those communities where low response rates are materializing.

  • Request for Proposal—Regional Administrative Community Based Organizations ($32,950,000)— The California Census Office received 84 responses to a Request for Information from ACBOs interested in performing outreach on behalf of the State. The Census Office used this information to develop a Statement of Work (SOW) for the Regional ACBO RFP, which was released on Dec. 14, 2018. The deadline for ACBOs to submit their proposals was Feb. 15, 2019. The notification of contract awards will be issued in March 2019.

Statewide CBOs

The State will also award funding to CBOs working statewide to target HTC populations demographically. The State designated $4,050,000 for various statewide CBOs that will be charged with targeting outreach efforts toward specific hard-to-count demographic populations on a statewide basis. The State plans to augment this amount with an additional $5,150,000 to make additional awards targeting these HTC population groups.

  • Request for Proposal—Statewide Community-Based Organizations ($4,050,000)— Responses to the RFI mentioned above also informed a RFP for CBOs interested in performing statewide outreach on behalf of the state. This RFP was released on Jan. 4, 2019. The deadline for CBOs to submit their proposals was Feb. 15, 2019. The notification of contract awards will be issued in March 2019. Similar to the regional ACBO contracts, funding will flow to statewide CBOs based on deliverable deadlines being met.

Education Funding

The California Census Office will engage higher education and kindergarten to 12th grade (K-12) students, teachers, and parents to provide information about the importance of the 2020 Census. The California Census Office has dedicated $4.05 million for outreach through schools.

County Offices of Education Contracts ($3,750,000): 

K-12 Census Curriculum ($250,000): The state’s Census Office contracted with the Sacramento County Office of Education (SCOE) to develop and pilot educational and support materials for students and teachers about the 2020 Census.

Targeting Title I Schools and Title III Students: The state’s Census Office will contract with 40 county offices of education (COEs) to distribute funds to school districts with the highest hard-to-count populations to complete Census education by engaging youth in classroom curriculum, hosting competitions, and providing information via parent centers, parent-teacher associations, and school site councils. Schools are funded based on a combined weighted average of the total population of students in Title I schools and Title III students, which reaches 97 percent of all youth in HTC areas.

These included concerns about reporting requirements, limited capacity, insufficient funding, and alternative opportunities to promote Census 2020 such as through the “Count Me In!” curriculum and local complete count committees.

Higher Education ($50,000): The state’s Census Office will work with higher education student organizations, university libraries, and cultural centers located on campuses to provide information and support around understanding and participating in the 2020 Census.

Outreach and Public Relations Campaign Funding

The California Census Office is dedicating $47.5 million to its outreach and public relations campaign. The State’s emphasis will be on local ethnic media that will focus resources in HTC communities to build a base of trusted messengers, break down language access barriers for non-English speakers, and facilitate culturally appropriate engagement within communities. $46.1 million has been allocated for the Outreach and Public Relations Campaign Contract and $1.4 million has been allocated in state programmatic costs. The State will also coordinate its media outreach and education with the U.S. Census Bureau, funding a broader media campaign that covers gaps identified in federal campaign efforts in California.
